(BNP) – Vice Chairman of the Provincial People's Committee Pham Van Thinh recently signed Decision No. 1905/QD-UBND on the Plan to strengthen state management of e-commerce in Bac Ninh province. The plan aims to improve the effectiveness and efficiency of management, promote the development of the digital economy, protect consumer rights, and build a transparent and healthy online business environment.

The plan focuses on detecting, preventing, and promptly handling violations of the law in the field of e-commerce such as: trading counterfeit goods, imitation goods, smuggled goods, goods of unknown origin, commercial fraud, tax evasion, infringement of intellectual property rights, and consumer rights. Simultaneously, the plan aims to control monopolistic practices, dumping, and market manipulation on online platforms; prevent the trading of prohibited goods and other cross-border illegal activities in cyberspace.
Many key tasks are outlined in the plan. These include continuing to review and improve mechanisms, policies, and management documents; linking e-commerce development with socio-economic development programs, digital transformation, the digital economy, trade promotion, and support for small and medium-sized enterprises, cooperatives, and business households, especially for OCOP products and distinctive provincial products.
Priority is given to developing e-commerce in rural areas and remote regions through supporting businesses, cooperatives, business households, farmers, and OCOP entities in building digital storefronts, standardizing product information, and ensuring traceability. Enhance online sales skills, livestreaming, digital marketing, order management, and customer service, while promoting cashless payments tailored to local conditions.
Simultaneously, focus on improving e-commerce infrastructure; developing logistics systems, warehousing, collection points, and packaging facilities; encouraging postal services, logistics, digital platforms, technology companies, payment service providers, and credit institutions to participate in providing services, contributing to improved efficiency in goods circulation.
The connection between e-commerce and distribution systems, logistics, supply chains, and trade promotion activities will also be strengthened; creating conditions for businesses, cooperatives, and individual business owners to participate in e-commerce platforms, online sales programs, online trade fairs, promotional weeks, and gradually expanding cross-border e-commerce activities.
In state management, relevant agencies will intensify the dissemination of laws on e-commerce, taxation, and consumer protection; while simultaneously improving management capacity and strengthening inspection, examination, and supervision within their authority.
In addition, departments, localities, the police force, tax authorities, postal, delivery, logistics businesses, and related units will closely coordinate in monitoring new business models on digital platforms, livestreaming sales, and online business via social media; inspecting warehouses, collection points, and transportation units to promptly detect and handle the trading of counterfeit goods, smuggled goods, goods of unknown origin, commercial fraud, tax evasion, and other violations in the field of e-commerce.
According to the Plan, the Department of Industry and Trade is the lead agency, coordinating with relevant departments, localities, and units to organize and implement the plan. The results will be compiled and reported periodically to the Chairman of the Provincial People's Committee and the Ministry of Industry and Trade as prescribed./.
