(BNP) - The Provincial People's Committee recently signed Decision on approving the E-commerce development plan for Bac Ninh province, 2026-2030.

The overall objective of the plan is to make e-commerce a primary, modern, transparent commercial infrastructure, closely linked with smart logistics, electronic payments, and digital platforms, contributing to digital transformation in production, business, and state management. Developing e-commerce will become one of the important drivers of Bac Ninh province's digital economy development, promoting the digital transformation process in businesses, cooperatives, and household businesses in the province.
By 2030, the targets include: 70% or more of the adult population participating in online shopping; e-commerce retail sales accounting for approximately 20% of the province's total retail sales of goods and services; over 70% of businesses applying e-commerce in their production and business activities; 100% of transactions on e-commerce platforms having electronic invoices; 100% of communes and wards in the province having traders conducting online sales or providing services; at least 40% of businesses using clean energy in e-commerce logistics; and 80% of universities, colleges, and vocational schools in the province implementing training programs related to e-commerce. Over 15,000 businesses, cooperatives, household businesses, state management officials, students, and individuals participated in training courses on e-commerce law and e-commerce application skills.
To achieve the above objectives, the Plan sets out solutions including: Proactively researching and proposing the development and improvement of regulations on the management of e-commerce activities; researching, improving, and implementing the decentralization of state management of e-commerce service provision by foreign-invested economic organizations, and decentralizing e-commerce management at the local level; developing a preferential mechanism for the consumption of key, distinctive, and OCOP products; proposing to accelerate the development and improvement of policy solutions to increase transactions of reputable branded products and services with high local content on e-commerce platforms….
In addition, proactively review and evaluate the effectiveness to continue improving and operating the logistics infrastructure efficiently, creating interconnected cycles, expanding data, and integrating functions to serve the export and import of goods through e-commerce in the province; promote the connection and integration of cashless payment infrastructure of commercial banks, payment service providers, and payment intermediaries with the infrastructure of payment acceptance units, meeting the requirements of electronic payments in e-commerce; and prioritize leveraging the strengths of agriculture, forestry, small-scale industries, and tourism. Strengthen support for e-commerce businesses in traditional craft village products, handicrafts, and characteristic, typical, and potential products of the province.
Disseminate and publicize policies and laws on e-commerce development from the central government and Bac Ninh province to organizations and individuals engaged in e-commerce activities through mass media (such as newspapers, radio, television, the provincial e-commerce portal, relevant departments and agencies, and websites, Facebook, Zalo, etc.); organize conferences, seminars, and training programs to improve the capacity and professional skills of the state management team in e-commerce; Enhancing the capacity for managing and organizing e-commerce activities, combating, preventing, detecting, and handling commercial fraud, intellectual property infringement, and unfair competition in e-commerce within the province…
During the period 2026-2030, promoting and raising awareness of e-commerce. Developing and organizing in-depth training programs on e-commerce; maintaining, operating, and developing the Bac Ninh Provincial E-commerce Exchange (San24h.vn) effectively. Supporting and linking merchant websites with the Bac Ninh Provincial E-commerce Exchange. Strengthening cooperation and linkages between regions to share experiences and learn about e-commerce strategies and solutions.
