Online conference on implementation progress of Lao Cai - Hanoi - Hai Phong railway project

(BNP) - On the afternoon of June 16, Member of the Politburo and Standing Deputy Prime Minister of the Government Pham Gia Tuc chaired an online conference on the implementation progress of the Lao Cai - Hanoi - Hai Phong railway construction investment project. At the Bac Ninh broadcasting point, Vice Chairman of the Provincial People's Committee Ngo Tan Phuong chaired the conference; also attending the conference were representatives of relevant departments, sectors, and agencies.

According to the investment policy approved by the National Assembly in Resolution No. 187/2025/QH15, the Lao Cai - Hanoi - Hai Phong railway construction investment project had a length of about 390.9 km. The railway project passed through 6 provinces and cities and was divided into 10 component projects for implementation. This was a national key transport construction, playing a role as an important economic corridor, connecting international multimodal transport, contributing to promoting socio-economic development, and improving the transport capacity of the Northern Key Economic Zone.

For Bac Ninh province, the locality was assigned to implement Component Project 7 on compensation, support, resettlement, and creating land funds for the railway construction. The route through the province had a length of about 3.76 km, passing through Phu Khe, Tu Son, and Song Lieu wards, with an expected land acquisition area of about 38.37 ha. Two stations were arranged on the route, namely Yen Thuong station (in Phu Dong commune, Hanoi city and Phu Khe ward) and Kim Son station (in Thuan An commune, Hanoi and Song Lieu ward), contributing to completing the transport connection network, promoting socio-economic development of the locality and the region.

Reporting at the conference, Vice Chairman of the Provincial People's Committee Ngo Tan Phuong said that based on the latest route alignment, station plan, and land occupation scope provided by the Railway Project Management Board, Bac Ninh province had reviewed the scope of Yen Thuong station with an occupied area of about 51.59 ha, and the expected site clearance cost increased by more than 3,000 billion VND. Currently, the province was focusing on implementing 2 resettlement areas with a total area of 3.89 ha, a total investment of 133.6 billion VND, arranging 154 residential land plots; site clearance was expected to be completed in July 2026, and construction and resettlement organization for households were expected to be completed before December 31, 2026.

Regarding site clearance for the main line, the section through Tu Son and Phu Khe wards had a length of about 2.52 km, an acquired area of about 24.87 ha, and a resettlement demand of about 100 households. The section through Song Lieu ward had a length of about 1.24 km, an acquired area of about 13.5 ha; units were completing cadastral measurement documents, striving to complete site clearance in the third quarter of 2026.

Speaking at the conference, Bac Ninh province requested the Ministry of Construction to soon hand over the official site clearance boundaries and plant stakes on the ground so that the locality would have a basis to adjust the component project, update the total investment, and implement land acquisition, compensation, support, and resettlement procedures. The province also requested a study on the solution for an area of about 0.7 ha within the expansion scope of Yen Thuong station overlapping with the investment project to construct the housing area in Song Thap neighborhood, Chau Khe ward, Tu Son city (now Phu Khe ward, Bac Ninh province); at the same time, soon agree on the road route plan connecting to Yen Thuong station to serve as a basis for next steps, ensuring the project schedule.

Concluding the conference, Standing Deputy Prime Minister Pham Gia Tuc highly appreciated the efforts of the Ministry of Construction and the 6 provinces and cities where the project passed through. Emphasizing that this was a large-scale, high-tech project with no precedent in Vietnam, the Deputy Prime Minister requested ministries, sectors, and localities to correctly perceive the strategic role of the project for socio-economic development and national defense and security.

The Deputy Prime Minister directed the Ministry of Construction to urgently complete the investment policy adjustment dossier to report to the National Assembly in August 2026. At the same time, he requested ministries, sectors, and localities to soon give feedback to issue amending Decrees and Resolutions related to technical design and relocation of electricity infrastructure in early July 2026. He emphasized that ministries, sectors, and localities must coordinate closely and exchange directly to completely resolve obstacles, absolutely not allowing coordination reasons to affect progress.

After the conference, speaking at the Bac Ninh broadcasting point, Vice Chairman of the Provincial People's Committee Ngo Tan Phuong requested the Provincial No. 2 Transport and Agriculture Project Management Board along with relevant departments and sectors to closely follow the official boundaries from the Ministry of Construction to adjust the investment project. He emphasized that right in July 2026, the province would focus on starting construction of 2 resettlement areas in Tu Son ward and complete procedures for the additional resettlement area. Bac Ninh committed to carrying out site clearance with the most urgent spirit, ensuring the legal rights of citizens, and making clean site conditions ready to implement the national key project according to the set roadmap./.
