(BNP) - On the morning of January 13th, Vice Chairman of the Provincial People's Committee Ngo Tan Phuong chaired a meeting to address difficulties and obstacles and accelerate the progress of several public investment projects in the province.

At the meeting, the Project Management Boards reported in detail on the implementation status of the projects, the remaining difficulties and obstacles. At the same time, they proposed and recommended that the Provincial People's Committee consider and direct the resolution of these issues for each specific project.
At the meeting, representatives from the Bac Ninh Provincial Civil and Urban Development Project Management Board No. 2, the Bac Ninh Provincial Transportation and Agriculture Project Management Board No. 2, and the Construction Project Management Boards of Thuan Thanh, Tien Du, Kinh Bac, and Que Vo reported in detail on the implementation status of the projects, the remaining difficulties and obstacles; and proposed recommendations for the Provincial People's Committee to consider and direct the resolution of these issues for each specific project.
Representatives from the Thuan Thanh Project Management Board reported that the unit is currently implementing two key transportation projects: the project to invest in and construct a bypass road for National Highway 17 (the section from National Highway 38 to Provincial Road 276) and the road project from the Sports Center to the Thuan Thanh Wastewater Treatment Plant. The National Highway 17 bypass road project has a total investment of 80 billion VND, commenced in 2020, and has now disbursed 100% of the allocated capital. However, the project is currently facing obstacles in land clearance, has not yet received official land allocation, and has not been approved for the connection point with National Highway 38.
The road project from the Sports Center to the Wastewater Treatment Plant has been completed. However, because this project was not included in the local land use plan of the previous phase, the contractor has not been able to complete the acceptance procedures as required.
During the exchange, representatives from the Departments of Agriculture and Environment and Construction clarified further obstacles and proposed solutions; they also provided information on some newly issued regulations on land and administrative procedures for determining land compensation prices, creating favorable conditions to accelerate the progress of land clearance and complete the legal documents for projects. At the same time, leaders of the departments also requested investors to carefully review the remaining workload to avoid prolonged extensions.
Concluding the conference, Comrade Ngo Tan Phuong emphasized that public investment projects in transportation infrastructure construction, entrusted to various units for management and implementation, play a particularly important role in creating inter-regional connectivity and opening up new development opportunities for the socio -economic development of each locality as well as the province.
He requested that all sectors and units tighten discipline in public investment management to prevent budget waste. He stressed the need to clarify the responsibilities of relevant collectives and individuals when delays occur; and to develop specific plans to address obstacles in each area, especially land clearance, land allocation, acceptance testing, and final settlement, ensuring that projects are completed and put into effective operation as soon as possible.
The Vice Chairman requested the Department of Construction to organize the acceptance of the project in accordance with the design drawings approved by the competent authority; and the Department of Finance to guide the investor in settling accounts for the completed work in accordance with current regulations.
Along with the above solutions, the Vice Chairman requested that localities with projects involving land clearance further strengthen propaganda efforts to create consensus among the people and avoid prolonging the implementation time.
