The old Kinh Bac's capital, Bac Ninh is known as a place with "beautiful customs," a "land of geniuses," and a wealth of historical, intellectual, cultural, and revolutionary traditions. It has a long history and a rich culture.

Over the years, the Party Committee, the authorities, the army, and the people of Bac Ninh province have worked together, made breakthroughs, demonstrated dynamism, innovated, strived, and achieved pretty comprehensive results, contributing significantly to the country's economic development.

Despite the fact that the first seven months of 2023 are extremely difficult, the socioeconomic situation offers numerous bright spots: total retail sales of goods and services climbed by about 21%. The number of enterprises registered for new establishment and re-operation was 2,637 enterprises (more than the 1,425 enterprises withdrawing from the market); the number of newly established enterprises increased by 32.7%, while the number of enterprises returning to the market increased by 6.2%. The amount of newly registered FDI capital reached 768.8 million USD, an increase of roughly 4.6 times over the same period.

However, there are several problems, issues, and restrictions that must be addressed, such as: Economic development slowed significantly in the first six months of 2023, with GRDP falling by 12.59%. The index of industrial production (IIP) fell by 16.62% in the first seven months of 2023. Enterprise production and business activities continue to face numerous challenges. Environmental contamination is still a major issue. Culture has been kept and protected, but it has not yet become a driving force and a resource for progress…

The Prime Minister requested that Bac Ninh strongly promote the tradition of revolutionary history and culture of Kinh Bac, as well as capitalize on its various potentials, outstanding opportunities, and competitive advantages, in order to make Bac Ninh into a city directly under the Central Government, serving as a satellite town of Hanoi capital; focus on the harmonious development of the economy, culture, and society, as well as environmental protection, in conjunction with the assurance of national defense and security; without sacrificing progress, social justice, or the environment for the sake of merely economic expansion.

Trying to make Bac Ninh become a modern and high-tech city by 2030; one of the centers of trade-service, education, human resource training, health care, research, application, and development of science and technology, meeting the requirements of centrally-run cities; is the driving force for the development of the Northern Key Economic Zone, the Capital Region, and the entire country. Bac Ninh is envisioned as a high-tech industrial metropolis with smart production by 2045.

In the coming time, the Prime Minister directed Bac Ninh province to focus on well-leading and directing infrastructure planning and development, considering this as a crucial political duty; urgently submit to the Prime Minister for approval the Bac Ninh province master plan for the period 2021- 2030, with a vision to 2050 in September 2023; complete and efficiently implement the initiative to transform Bac Ninh into city directly under the Central Government.

The province focus on restructuring the economy so that it can develop quickly and sustainably in the direction of the circular economy, green economy/green growth; attract FDI in high-tech, smart, environmentally friendly production projects that use less labor; and promote the development of digital infrastructure, digital transformation, and green transformation.

The province urgently transfers medical centers at the districts, towns and cities under the Department of Health's control to the People's Committees of districts, towns, and cities as soon as possible; effective implementation of national target programs; well-implement regimes and policies toward those who have rendered meritorious services and secure social security; thoroughly develop socio-cultural fields, increase human resource quality, and create jobs; boost the festival tourism; improve the quality of human resources in general and tourism in particular and so on.

To review and finish the dossier for UNESCO's registration of the "Dong Ho folk painting profession" as a heritage.

The Notice specifically states: Regarding the completion of the dossier to submit to UNESCO for registration of the heritage "Dong Ho folk painting profession" on the List of Intangible Cultural Heritage in need of Preservation. This is in reference to a number of proposals and proposals of the province. The Prime Minister assigned the Ministry of Culture, Sports and Tourism to assume the prime responsibility for, and coordinate with the Vietnam National Committee for UNESCO and the People's Committee of Bac Ninh province, to urgently review and complete the dossier at the request of the Intergovernmental Commission of the Convention 2023 and register Vietnam's priority dossiers for the review period in 2025 - 2026.

The Prime Minister asked the Bac Ninh Provincial People's Committee to collaborate with the Ministry of Home Affairs and other ministries and agencies for the continued implementation of 02 models: the Provincial Public Administration Center and the Provincial Food Safety Management Board to summarize and evaluate the results of the pilot project of the Provincial Public Administration Center and the Food Safety Management Board, and reporting to the Prime Minister for consideration and decision in November 2023.

Regarding the investigation and inclusion of a land fund for the development of a hospital complex in the Bac Ninh province, with a size of roughly 200 hectares: The Prime Minister assigned the Ministry of Natural Resources and Environment to be in charge of this, and work with the Ministries of Health and Planning and Investment to analyze the province's proposals and report back to the Prime Minister in September 2023.
