According to the Bac Ninh Provincial Industrial Cluster Development Plan for the period 2021-2030, the province currently has 96 Industrial Clusters with a total area of 3,713 hectares. Of these, 67/96 clusters have had their technical infrastructure built and are operational, while 29/67 clusters are currently undergoing infrastructure construction.
Of the 29 Industrial Clusters currently undergoing infrastructure development, 5 have basically completed land compensation and clearance and constructed technical infrastructure; 4 are in the process of land compensation and clearance and are constructing technical infrastructure; and 9 are completing investment procedures and have not yet commenced construction of technical infrastructure.
Investment attraction continues to show positive progress. Several Industrial Clusters have attracted many secondary investors, achieving high occupancy rates, creating jobs, and contributing to industrial production growth in the area.
However, the implementation of some projects still faces difficulties and obstacles, mainly related to land compensation and clearance, land ownership determination, land use conversion, resettlement arrangements, and completion of legal procedures. Some households have not yet agreed with the compensation and support plan, affecting the project's progress.
To expedite the investment and construction of infrastructure in industrial clusters, the Department of Industry and Trade requests that relevant departments, agencies, and localities continue to coordinate in resolving difficulties and obstacles; accelerate the appraisal and resolution of procedures related to land, construction, environment, and fire prevention and control; and strengthen propaganda and mobilization to gain public consensus in land compensation and clearance.
At the same time, it requests that investors focus resources and proactively coordinate with relevant agencies and local authorities to accelerate land clearance, complete legal documents, and implement the construction of technical infrastructure according to the approved schedule; contributing to improving the effectiveness of investment attraction, promoting industrial development, and creating momentum for socio-economic growth of the province in the coming period.
