(BNP) - The Provincial People's Committee has issued Plan No. 27/KH-UBND to implement the cooperation agreement between the Bac Ninh Provincial People's Committee and the Hua Phan Provincial Government Committee (Lao People's Democratic Republic) for the period 2026-2030.
The Bac Ninh Provincial People's Committee and the Hua Phan Provincial Government Committee (Lao People's Democratic Republic) sign the cooperation agreement for the period 2026-2030 on February 3, 2026, at the Bac Ninh Provincial People's Committee Office.
According to the Plan, the implementation aims to concretize and effectively organize the cooperation contents agreed upon by both sides, contributing to fostering the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos in general, and between Bac Ninh and Hua Phan provinces in particular. Through this, the plan clearly defines the tasks, roadmap, lead agencies, and coordinating bodies to ensure implementation in accordance with the regulations of both countries, meeting practical needs and bringing tangible benefits to both sides.
The Plan outlines many comprehensive cooperation contents in various fields. In particular, communication is identified as a key task, with the promotion of Vietnam-Laos relations; introducing the image, potential, strengths, and socio-economic development achievements of the two provinces; and strengthening bilateral cooperation through mass media.
The two provinces will maintain annual exchanges of leadership delegations on a rotating basis. Strengthening the exchange and sharing of experiences in building political systems and local governments; organizing working groups and professional exchanges between press and media agencies. Promoting the training and development of officials for Hua Phan province through programs of exchange and practical experience learning.
In the field of development support, Bac Ninh continues to support Hua Phan province in infrastructure development, providing assistance for the construction of the Sop Bau District People's Committee Headquarters with a total estimated cost of approximately US$3.795 million (equivalent to over VND 98.5 billion) and the construction of a school in Hua Phan province.
Both sides promote cooperation in investment, trade, and industry by creating favorable conditions for businesses from both sides to seek cooperation opportunities, especially in areas of strength such as mining and agricultural products; organizing trade promotion programs, exhibitions, and introductions of characteristic products, OCOP products, and handicrafts.
At the same time, Bac Ninh province will continue to support human resource training for Hua Phan province, including: providing university-level training for students at Bac Giang University of Agriculture and Forestry and college-level training at Bac Ninh College of Education. In addition, both sides will strengthen cooperation in the fields of culture, sports, and tourism through art exchanges, cultural heritage promotion, and people-to-people diplomacy activities… contributing to consolidating solidarity and close ties between the people of the two localities.
The total estimated budget for implementing the Plan in the period 2026-2030 is over VND 131 billion from the state budget and other legal sources.
