(BNP) - Prime Minister Pham Minh Chinh - Head of the Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 has just signed Decision No. 126/QD-BCĐCP dated September 11, 2025 promulgating the Steering Committee's 2025 Action Plan.

The objective of the Plan is to strengthen and promote the direction and management of the members of the Government's Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 (Steering Committee), the Steering Committee on Science, Technology, Innovation, Digital Transformation and Project 06 of ministries, branches and localities. Enhance the responsibility and role of heads of state administrative agencies at all levels in implementing science, technology, innovation, digital transformation and Project 06.
Accordingly, the committee will prepare a programme of activities for the fourth quarter of 2025 to follow up on directives from the Party General Secretary and the Central Steering Committee for the Development of Science, Technology, Innovation and Digital Transformation, while implementing tasks outlined in Government Resolution No. 71/NQ-CP, dated April 1, 2025. The resolution updates the Government’s action plan for Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation.
According to the Plan, the Steering Committee assigns the Heads of the Steering Committee's Working Groups based on the assigned tasks to direct the heads of Ministries, branches, and localities to prioritize the timely and adequate allocation of resources to complete the key tasks and solutions on schedule in the last four months of 2025, and report to the Head of the Steering Committee on matters beyond their authority (if any), including:
Specifically, relevant ministries, branches and localities deploy tasks and solutions to implement Resolution No. 71/NQ-CP dated April 1, 2025 of the Government amending and updating the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation and implement the Project.
The Steering Committee requests relevant ministries, branches and localities to deploy the tasks and solutions in Notice No. 05-TB/BCĐTW dated July 4, 2025 announcing the conclusion of General Secretary To Lam, Head of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation at the Conference to review the work in the first 6 months of the year and key tasks in the last 6 months of 2025 to implement Resolution No. 57-NQ/TW; the Conclusion Notices of the Central Steering Committee, the Central Steering Committee's Working Group on Science, Technology, Innovation and Digital Transformation.
Specifically, relevant ministries, branches and localities conduct research and propose amendments and supplements to a number of regulations in: the Law on Intellectual Property, the Law on Personal Income Tax, the Law on Public Employees, the Law on Anti-Corruption; develop mechanisms and policies to attract and develop high-quality human resources in the fields of science, technology, innovation and digital transformation; direct universities to promote human resource training for this field and research and implement a model combining universities, research centers and production facilities; form a science and technology exchange to support businesses in accessing and applying science and technology in production...
At the same time, relevant ministries, branches and localities shall implement the tasks and solutions of Project 06, reform administrative procedures, and digital transformation associated with Project 06, striving that by the end of 2025, 100% of administrative procedures that meet the conditions prescribed by law will be provided in the form of full-process online public services, 80% of administrative procedure records will be processed online, 40% of the adult population will use online public services; accelerate the connection and sharing of important data in areas such as population, justice, education, banking, tax, insurance, enterprises, land, vehicles, etc.; promote cashless payments and disbursements in all areas of social life, and accelerate the implementation of household tax collection to serve economic management.
The Steering Committee also requested relevant ministries, branches and localities to deploy the tasks and solutions of Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the political system's apparatus, especially tasks with a deadline of completion in the last 4 months of 2025 such as urgently eliminating signal depressions and power shortages so that villages and hamlets have conditions to access digital transformation; ensuring a stable, efficient and sustainable power supply; building, cleaning and putting into operation, ensuring "correct - sufficient - clean - alive - unified - shared" for 12 key national and specialized databases; applying artificial intelligence in providing online public services on the National Public Service Portal; Organize implementation guidance on administrative procedure settlement information systems at ministerial and provincial levels and at public administrative service centers at provincial and commune levels...
