Focusing resources, ensuring progress and quality of Gia Binh International Airport Project

(BNP) - The Government has issued Resolution No. 71/NQ-CP implementing Resolution No. 256/2025/QH15 dated December 11, 2025, of the National Assembly on the investment policy for the Gia Binh International Airport construction project.

The Government has decided that the implementation of the Gia Binh International Airport construction project (hereinafter referred to as the Project), whose investment policy was decided by the 15th National Assembly in Resolution No. 256/2025/QH15 dated December 11, 2025, must ensure compliance with legal regulations, progress, efficiency, and quality of the construction, specifically as follows:

- Organizing the investment and construction of Gia Binh International Airport in accordance with the objectives, scale, location, and progress approved by the National Assembly; - Ensuring compliance with the Constitution, laws, and specific mechanisms and policies decided by competent authorities.

- The project implementation process must ensure the construction of Gia Binh International Airport according to international standards, becoming a smart, green, sustainable, new-generation airport of international standards, meeting the needs of socio-economic development, serving dual-use operations, ensuring national defense and security operations, and important foreign affairs events, including the APEC Summit in 2027; achieving 5-star international airport service standards, ranking among the top 10 5-star airports in the world according to Skytrax criteria and among airports with excellent passenger experience as assessed by the International Airport Council; aiming to be the aviation gateway of the North, a transit airport for passengers and cargo, and a maintenance, repair, and overhaul facility for aircraft in the Asia-Pacific region.

- The project implementation must ensure synchronization and efficiency in each investment phase; priority should be given to completing items serving phase 1 to meet the approved exploitation capacity; and a suitable investment roadmap should be in place to achieve the planned exploitation scale by 2050.

- Land acquisition, land use conversion, capital allocation, and mobilization of resources for the project must be carried out in accordance with the law, ensuring transparency, fairness, and a balance of interests between the State, investors, and the people; while also ensuring environmental protection and efficient land use.

- The assignment of tasks and organization of project implementation must be consistent with the functions, duties, and powers of relevant agencies and organizations; clearly defining the responsibilities of state agencies, investors, and participating entities. Strengthen coordination and promptly address any difficulties and obstacles that arise, ensuring they do not affect the progress and overall objectives of the Project.

The Ministers of the Ministries of Public Security, Construction, Finance, Agriculture and Environment, the Chairman of the People's Committee of Bac Ninh province, and the heads of competent agencies shall proactively base their actions on the specific mechanisms and policies for projects at Gia Binh International Airport as stipulated in Resolution No. 03/2025/NQ-CP dated August 14, 2025, of the Government on specific mechanisms and policies for investment and construction of Gia Binh International Airport, and other relevant legal provisions, to organize the implementation of the Gia Binh International Airport construction investment project and related projects and works within the scope of Resolution No. 03/2025/NQ-CP, ensuring the progress, efficiency, and quality of the projects and works.

For the investment project to construct facilities ensuring flight operations at Gia Binh International Airport, which falls under the scope of Resolution No. 03/2025/NQ-CP, implementation will be carried out under a public-private partnership (PPP) model, specifically a Build-Transfer (BT) contract, without requiring payment.

Accordingly, the Ministry of Construction is the competent authority for the project; it will receive all documents and preparation results from the Ministry of Public Security and relevant agencies and units to proceed with the next steps; and it will complete the investment project approval and sign the contract with the investor within 30 days after this Resolution takes effect (March 31, 2026), meeting the requirement to complete the facilities ensuring flight operations in sync with the project's completion schedule.
