Provincial People's Committee requests to improve set of indicators for serving people and businesses

(BNP) - In document No. 2788/UBND-KSTT, the Provincial People's Committee requested to improve the set of indicators for directing, operating and evaluating the quality of service to people and businesses in implementing administrative procedures, real-time public services in the electronic environment (set of indicators for serving people and businesses).

Accordingly, the Chairman of the Provincial People's Committee requested the Department of Information and Communications to preside and coordinate with the Provincial People's Committee Office and the Provincial Public Administration Center to continue reviewing, upgrading and perfecting the information system for resolving administrative procedures in the province to ensure compliance with functional requirements, technical features according to regulations and other requirements to meet the implementation of inspection and supervision tasks of agencies and units in accordance with the requirements delivery and practical situation.

He further requested the Department of Information and Communications to promptly support agencies and units in the process of using the province's administrative procedure resolution information system; review and process the results of evaluating the criteria in the Index to serving people and businesses on the National Database System and the results of implementation in the Provincial Administrative Procedures Resolution Information System  ensure consistency and compliance with regulations.

The Provincial Public Administration Center strengthens guidance and urges departments, branches and sectors; the district public administration center; the Commune-level Receiving and Returning Result Department in making online payments through the National Public Service Portal instead of non-cash payment to ensure the online payment rate as required at the Government Directive No. 10/CT-UBND dated June 1, 2023 of the Provincial People's Committee on strengthening measures to improve the quality of provision and implementation of online public services;

The Provincial Public Administration Center presides and coordinates with departments, branches and sectors; People's Committees of districts, towns and cities in reviewing and making a list of components of documents to be digitized and submitted to the Chairman of the Provincial People's Committee for publication; guides, monitors, inspects and urges units and localities to implement digitalization to ensure compliance with regulations and assigned rates according to regulations; coordinates with the Department of Information and Communications to propose contents related to upgrading the Provincial Administrative Procedures Resolution Information System to meet assigned requirements and tasks.

People's Committees of districts, townships and cities strengthen propaganda and support organizations and individuals to make online payments through the National Public Service Portal; direct specialized departments to digitize records and results of handling administrative procedures to ensure compliance with regulations and required rates; thoroughly supervise specialized departments to exploit and use digitized and stored results in the process of resolving administrative procedures.

The Provincial People's Committee Office in coordination with the Department of Information and Communications and the Provincial Public Administration Center review the rate of documents synchronized to the National Public Service Portal; guide units and localities to implement statistical reporting regimes to ensure appropriateness and compliance with regulations.
