(BNP) - The People's Committee of Bac Ninh Province has issued Document No. 513/UBND-KTN regarding the announcement and public disclosure of information on foreign organizations and individuals allowed to own houses in the Hong Hac - Xuan Lam Ecological Urban Area Project, invested by the Vietnam Industrial and Commercial Bank Trade Union Investment Joint Stock Company.

Accordingly, the Provincial People's Committee allows foreign organizations and individuals to own houses in the Hong Hac - Xuan Lam Ecological Urban Area project in accordance with the provisions of the 2023 Housing Law.
The Hong Hac - Xuan Lam Ecological Urban Area Project has a land use scale of over 197.7 hectares and a population of approximately 27,700 people. The project comprises 1,438 townhouses, 1,406 villas, 2,339 social housing units, and 2,098 commercial apartment units; the operational period extends until October 14, 2066.
To date, the project has essentially completed its technical infrastructure system, including roads, electricity supply, water supply, drainage, wastewater treatment, land leveling, and landscaping; construction is underway on 323 houses in area 1.1 of zone F, and construction is continuing on 724 houses in areas 1.2 and 1.3 of zone F. Currently, the project has 1,047 individual housing plots eligible for sale or lease-purchase of future housing; the investor has not yet engaged in real estate business (selling or leasing) of apartments and houses in the project to foreign organizations or individuals.
According to confirmation from the Ministry of National Defence, Military Region 1, and the Ministry of Public Security, the project is not located in an area requiring national defence and security protection. This provides a basis for foreign organizations and individuals meeting the legal requirements to own housing in the project.
Based on population size and current regulations and guidelines, the Department of Construction has determined that the total number of housing units that foreign organizations and individuals are allowed to own in the project will not exceed 872 units, including a maximum of 624 apartment units in two multi-functional buildings and a maximum of 248 individual houses (villas, townhouses).
The Provincial People's Committee assigns the Provincial Information Center (Office of the Provincial People's Committee) to publish and publicly announce the information on the Provincial Electronic Information Portal before July 12, 2026. The Department of Construction will publicly disclose and update the number of housing units that foreigners are allowed to own. Relevant departments, agencies, and localities shall coordinate in managing and supervising the issuance of certificates and the buying, selling, and transferring of land, ensuring that the number does not exceed the permitted limit and maintaining national defense and security requirements in the area.
