Bac Ninh approves adjustment of provincial planning, creating foundation for development in new phase

(BNP) - The Chairman of the Provincial People's Committee, Pham Hoang Son, has just signed Decision No. 1730/QD-UBND approving the adjustment of the Bac Ninh Provincial Planning for the period 2021-2030, with a vision to 2050. This creates an important basis for effectively exploiting the province's potential and advantages after the reorganization of administrative units, building Bac Ninh into a centrally-governed city before 2030 and a growth pole of the Northern region.

The adjustment of the provincial planning opens up a new development space for Bac Ninh in the period 2021-2030, with a vision to 2050.

According to the Decision, the scope of the planning adjustment includes the entire mainland territory of Bac Ninh province with a natural area of ​​4,718.31 km², comprising 99 commune-level administrative units (33 wards and 66 communes); Bac Ninh province borders the provinces of Lang Son, Quang Ninh, Hung Yen, Thai Nguyen, the city of Hai Phong, and the capital city of Hanoi.

The plan defines Bac Ninh province's development perspective with innovative thinking and a strategic vision, ensuring alignment with national and Red River Delta regional development orientations; maximizing potential, advantages, and social resources; placing people at the center, as the goal and driving force of development; ensuring social progress and equity; developing the economy while ensuring social security, sustainable poverty reduction, and ensuring that all citizens have access to and benefit from development achievements. It aims for the comprehensive and modern development of strategic infrastructure; prioritizing key economic axes and corridors connecting with Hanoi and other major economic centers. Simultaneously, it emphasizes a close and harmonious integration of socio-economic development with environmental protection, national defense and security, and maintaining political stability and social order.

The overall goal is to develop Bac Ninh into a centrally-governed city before 2030; a model of a green, smart, modern, civilized, prosperous, and beautiful urban area, deeply rooted in the Kinh Bac cultural identity. By 2030, Bac Ninh aims to become an economic growth hub for the North and the entire country, with a modern, high-tech industrial base, deeply involved in the global supply chain; forming a center for the electrical industry with a focus on semiconductor manufacturing, microchip production, and artificial intelligence; having a synchronized transportation infrastructure system; building and developing the city in a smart direction; and achieving harmonious and balanced development among localities within the province. Simultaneously, it aims to ensure national defense, security, and social order and safety, create a stable and attractive investment and business environment; comprehensively develop cultural and social fields, and improve the quality of life for the people, so that they can enjoy the fruits of development.

The province strives to achieve an average GRDP growth rate of 11-13% per year during the 2026-2030 period; an average GRDP per capita of approximately US$9,200-10,000 by 2030; the digital economy contributing 45% or more to GRDP; an urbanization rate of approximately 65%; total investment implemented during the 2026-2030 period of approximately VND 2.5 trillion; and total import and export turnover of approximately USD 1.1 trillion…

In the social sector, the province aims for a trained workforce rate of over 90%; 100% of the population participating in health insurance; completion of approximately 135,000 social housing units; and an average per capita income of VND 7.84 million/person/month by 2030. By the end of 2027, there will be no poorer households according to the multidimensional poverty standard of the 2021-2025 period…

The plan also identifies the goal of developing a comprehensive strategic infrastructure system; focusing investment resources on completing key national projects in the area such as: Gia Binh International Airport; Hanoi Capital ring roads; the route connecting Gia Binh International Airport with Hanoi and the province's administrative and political center; national railway lines, high-speed railways; inland container depot (ICD) system and logistics centers, creating a foundation for the formation of a modern multimodal transport network. Along with that, all resources will be mobilized to promote the development of a comprehensive and modern urban infrastructure so that the province can become a centrally-governed city before 2030.

The vision for 2050 is for Bac Ninh to become a model of a green, civilized, and modern city, deeply rooted in the Kinh Bac cultural identity; With its integrated transportation infrastructure and high quality of life, the city is a livable urban area of ​​regional Asian standards. The economy is thriving, developing according to a digital, green, and circular economy model, closely linked to environmental protection. The social environment is civilized, modern, democratic, and fosters holistic human development. Politics, national defense, and security are maintained, and social order and safety are ensured.

In addition to the major goals and orientations, the plan also identifies development directions for each sector and field; spatial development organization plans; urban and rural system planning; development of functional zones, technical and social infrastructure; land use planning; environmental protection; and climate change adaptation. It also proposes solutions for mobilizing resources and organizing implementation to ensure the achievement of the province's development goals during the planning period.
