Bac Ninh approves land auction plan for 7.5-hectare mixed commercial and residential development in Viet Yen ward

(BNP) – The Bac Ninh Provincial People's Committee has approved a land use rights auction plan to select an investor for the HH-02 Mixed-use Commercial and Residential Development Project in the Urban and Cultural Centre of Viet Yen Ward.

The urban center of Viet Yen ward, where the HH-02 commercial, service, and residential complex project is planned to be implemented.

Under Decision No. 1696/QD-UBND, recently signed by Vice Chairman Dao Quang Khai, the auction covers two adjoining land parcels, designated DV-03 and CC-HH02, located in Residential Area No. 3 of the former Bich Dong Township, formerly Viet Yen District, now Viet Yen Ward, Bac Ninh Province.

The site occupies a prime location, bounded by Provincial Road DT.298B to the west, Vu Can Street to the north, the Viet Yen Political Centre to the south, and the existing residential area along Ho Cong Du Street to the east.

The total auction area exceeds 75,617 sq.m. Of this, Parcel DV-03, designated for commercial and service purposes, covers more than 35,091 sqm, while Parcel CC-HH02, earmarked for high-rise mixed-use residential development, spans over 40,526 sq.m. The latter includes land for apartment buildings, technical infrastructure, landscaped green areas, parking facilities and other supporting amenities.

The project site has already been equipped with technical infrastructure in accordance with the approved detailed zoning plan, enabling the project to commence promptly once the investor selection process is completed.

Under the approved land use scheme, 10,860 sq.m will be allocated with land use levy for apartment construction. Another 39,932 sq.m will be leased through a one-off land rental payment for the entire lease term, covering commercial and service facilities, a six-storey parking structure, a multi-purpose building, sports facilities and a swimming pool. The remaining 24,825 sq.m will be allocated without land use levy for the construction of the project's technical infrastructure, which will be handed over to the State upon completion.

The reserve price for the residential land in Parcel CC-HH02 has been set at more than VND 20.4 million per sq.m, equivalent to an estimated VND 221.7 billion in land use levy. For the land subject to a 50-year lease, the reserve price is over VND 5.9 million per sq.m, equivalent to approximately VND 238.7 billion in one-off land rental.

Accordingly, the total reserve price of the auctioned land is estimated at approximately VND 460.5 billion. Bidders are required to provide a bid security deposit equal to 20% of the total reserve price.

The auction will be conducted through direct bidding at the auction session, using an ascending-bid format, and is expected to take place in the third and fourth quarters of 2026.

The approval of the auction plan is expected to unlock the value of a fully serviced land fund, generate additional revenue for the provincial budget, and accelerate the development of a modern mixed-use commercial, service and residential hub in the heart of Viet Yen Ward.
