Bac Ninh province intensifies reduction and simplification of administrative procedures based on data and digital transformation

(BNP) – The Provincial People's Committee recently signed Official Letter No. 7039/UBND-HCC on the reduction and simplification of administrative procedures based on data and digital transformation, as directed by the Prime Minister in Official Letter No. 732/TTg-CĐS dated June 26, 2026.

Accordingly, the Chairman of the Provincial People's Committee requests that departments and agencies under the Provincial People's Committee continue to review and propose to competent authorities for approval plans to reduce and simplify administrative procedures for procedures with data-based documentation components.

Strictly implement the assessment of the impact of administrative procedures during the process of drafting legal documents, ensuring that the regulations on documentation components are geared towards reduction and simplification based on the exploitation and use of shared and connected data.

Agencies are prohibited from requesting organizations and individuals to resubmit documents and data already available on the National Public Service Portal, the Information System for Administrative Procedure Resolution of ministries, sectors, and localities, national databases, or specialized databases managed by state agencies in accordance with the law.

In addition, departments and agencies shall promptly draft and submit to the Chairman of the Provincial People's Committee for publication the list of administrative procedures that have been reduced, simplified, or replaced with data ensuring the principles stated in item 1.d) of Official Letter No. 732/TTg-CĐS; coordinate with the Provincial Public Administration Service Center and the People's Committees of communes and wards to publicly disclose the reduced and simplified administrative procedures so that citizens and businesses can easily access and implement them.

The Chairman of the Provincial People's Committee assigns the Office of the Provincial People's Committee (Provincial Public Administration Service Center) to urge and guide departments and agencies to review, simplify, and publish the list of administrative procedures in accordance with regulations; Control the issuance of administrative procedures under the province's authority, ensuring that the prescribed document requirements comply with the principle of reduction and simplification based on data. Simultaneously, publicly disclose the administrative procedures that have been reduced, simplified, or replaced with data on the National Database of Administrative Procedures and at the Provincial Public Service Center as prescribed.
