3rd National Forum on Digital Economy and Digital Society Development

(BNP) - On December 20, Prime Minister Pham Minh Chinh chaired the 3rd National Forum on Digital Economy and Digital Society Development. The forum was also attended and co-chaired by Deputy Prime Minister Bui Thanh Son; Deputy Prime Minister Nguyen Chi Dung; Minister of Science and Technology Nguyen Mạnh Hung; and Minister of Home Affairs Do Thanh Binh; along with leaders from various ministries, central agencies, and localities.

At the forum, delegates focused on assessing Vietnam's recent digital economy and digital society progress, sharing best practices and innovative approaches. They identified existing limitations, barriers, and bottlenecks while determining breakthrough tasks to mobilize social resources effectively.

The Party and State have consistently prioritized policies to foster this growth. Specifically, Resolution No. 57-NQ/TW of the Politburo identifies: “Developing science, technology, innovation, and national digital transformation is the foremost breakthrough and the primary driver for advancing modern productive forces, perfecting production relations, and innovating national governance to propel the country into a prosperous new era.”

During the 2021-2025 period, digital transformation has undergone a profound shift in awareness and action, bolstering trust among citizens and businesses. Efforts have remained focused on refining institutional frameworks to remove 'bottlenecks' and unlock development resources.

Prime Minister Pham Minh Chinh stated that the Party and the State have identified two strategic goals for the next 100 years, aiming for double-digit economic growth in the coming years. Therefore, it is essential to adhere to the viewpoint of "the Party leads, the State creates, enterprises take the lead, localities are at the forefront, and the people respond" in building a digital economy, digital society, and digital citizens; with the spirit that a digital society is the foundation, a digital economy is the driving force, and the people are at the center.

Regarding the key tasks and solutions for the near future, the Prime Minister requested that all entities, ministries, sectors, localities, and agencies must promote the development of a digital society, digital economy, and digital citizens; accelerate digital transformation across all sectors of the economy and promote an inclusive and humane digital society; enhance digitization and restructure industries; develop "high-tech agriculture - digital farmers - smart rural areas"; closely link the construction of new rural areas with the development of "digital villages and communes"; focus on building smart, modern digital service ecosystems; and accelerate digital transformation to optimize basic social services such as healthcare and education.

The Prime Minister directed the Ministry of Science and Technology to urgently complete and submit to the Prime Minister a program for the development of the digital economy and society for the period 2026-2030. The Ministry of Public Security is to take the lead, coordinating with relevant units to build and submit the National Data Economy Framework and the implementation roadmap.

In addition, there should be a focus on developing national digital infrastructure and digital human resources; urgently completing national databases and those of sectors and localities; developing Vietnamese digital enterprises; researching and establishing mechanisms and policies to encourage and provide special incentives for the formation of data enterprises, artificial intelligence, startups, and innovation; and researching, building, and effectively implementing solutions to mitigate negative impacts in cyberspace, especially for vulnerable groups.

At the Forum, Prime Minister Pham Minh Chinh launched the "Learning from Practical Work" program - a systematic initiative based on a tripartite cooperation model: the state, schools, and businesses; aiming to promote the development of digital economy human resources for 10 key sectors and fields, contributing to solving the problem of high-quality human resources in the national digital transformation process.
