(BNP) – Vice Chairman of the Provincial People's Committee Ngo Tan Phuong has just signed Decision No. 1812/QD-UBND approving the project to support Bac Ninh youth entrepreneurship for the 2026 - 2030 period and subsequent years.
Promote the role of the Youth Union and the Youth Federation organizations in organizing movements and events to support entrepreneurship.
The project aims to raise awareness, arouse and foster the desire for entrepreneurship, and develop the entrepreneurship capacity of Bac Ninh Youth; awaken creativity and dynamism in labor and production, and the spirit of being ready to dare to think and dare to do, creating motivation for youth to innovate and start businesses, joining hands to build Bac Ninh striving to become a centrally run city by 2030. At the same time, create an environment to support youth entrepreneurship and incubate business ideas on the basis of science, technology, innovation, and digital transformation; promote the role of the Youth Union and the Youth Federation organizations in organizing movements and events to support entrepreneurship.
Among them, for the 2026 - 2030 period, the project sets out the following targets: 100% of specialized Youth Union officials working on youth entrepreneurship support are trained in foundational knowledge of entrepreneurship; over 80% of union members and youth are propagated to raise awareness of the guidelines and policies of the Party and State in entrepreneurship, innovation, and business development. Propagate, consult, and provide legal assistance to 10,000 businesses, cooperatives, cooperative groups, and household businesses owned by youth; support at least 120 innovative entrepreneurship models owned by youth and 1,000 youth starting up and initiating businesses; guide and support 150 businesses, cooperatives, cooperative groups, and household businesses owned by youth to implement restructuring and improve operational capacity; organize the Bac Ninh Youth Innovative Entrepreneurship Idea Competition, support the connection and consultation between winning products and projects with businesses and capital sources supporting youth entrepreneurship.
The project is implemented from 2026 to 2030 and subsequent years. The targets of the project are Bac Ninh youth from 18 to 42 years old living, studying, and working in the province who have entrepreneurship needs and creative business ideas. In particular, priority is given to youth from near-poor households, poor households, difficult circumstances, disabled youth, youth who have completed their prison sentences, youth in areas where land is recovered for socio-economic development, youth who have completed military service or people's police service; youth transitioning careers from civil servants, public employees, and the armed forces; businesses, cooperatives, cooperative groups, and household businesses owned by youth and relevant organizations and individuals in the youth entrepreneurship support ecosystem.
To achieve the targets, the project focuses on groups of tasks and solutions such as: Propagate to raise youth's awareness of entrepreneurship and innovation; promote, connect, and build an ecosystem to support youth entrepreneurship; support youth in accessing capital sources; develop channels to support product distribution and consumption; legal support, linking and developing the network of startup businesses; mobilize conditions and capital sources to support youth entrepreneurship.
The project determines to strive to allocate an additional 100 billion VND of entrusted capital through the provincial branch of the Vietnam Bank for Social Policies to provide loans supporting youth entrepreneurship, raising the total capital source supporting Bac Ninh youth entrepreneurship to 190 billion VND by 2030.
According to the decision, the Bac Ninh Provincial Youth Union presides over and coordinates with relevant sectors to issue a plan to organize the implementation of the project; advises on establishing the steering committee and the assisting team for the provincial project steering sommittee. Advise on formulating budget estimates for project implementation by period and annually, coordinate with relevant departments and sectors to balance, arrange, and allocate the budget, integrating resources to implement the project. Guide the Youth Unions of communes and wards to build plans and deploy activities suitable to the plan to submit to the People's Committees of the same level for approval. At the same time, coordinate with the provincial branch of the Vietnam Bank for Social Policies to review and summarize entrepreneurship ideas and feasible loan projects of local Youth for appraisal, meeting conditions for loan disbursement in accordance with regulations. Organize inspection, supervision, evaluation, and guidance for preliminary and final reviews of the project's activities to ensure correct implementation in accordance with legal regulations./.
