Bac Ninh completes reorganization of villages and neighborhoods, reducing number of administrative units by over 51.5%

(BNP) - Implementing the Central Government's policy on reorganizing villages and neighborhoods and assigning and utilizing non-professional personnel at the grassroots level, Bac Ninh province has now completed the reorganization. After the reorganization, the province now has 1,385 villages and neighborhoods (948 villages and 437 neighborhoods), achieving a reduction rate of 51.53%.

Accordingly, before the reorganization, the province had 2,858 villages and neighborhoods, including 1,921 villages and 937 neighborhoods; of which 713 villages were located in ethnic minority, mountainous, and particularly difficult areas. There are 859 villages and residential areas that meet the prescribed household size, while 1,999 units do not meet the standard.

Based on the approved plan, the province will maintain 480 villages and residential areas, including 445 units that meet the size standard and 35 units that cannot be reorganized due to isolated geographical conditions or ethnic, religious, cultural, customary, and belief factors.

At the same time, 2,378 villages and residential areas will be reorganized to create 905 new villages and residential areas, reducing the number by 1,473 units. After the reorganization, the entire province will have 1,385 villages and residential areas (948 villages and 437 residential areas), achieving a reduction rate of 51.53%. Among the newly established units, 905 villages and residential areas meet the prescribed household size, while 24 units do not.

Regarding the arrangement of part-time personnel, villages and residential areas that remain unchanged will continue to maintain their existing organizational structure. For the 905 villages and residential areas established after the reorganization, the commune-level People's Committee will appoint temporary village heads or residential area leaders to manage activities until elections are held as prescribed, for a period not exceeding 6 months. The positions of Party branch secretary and head of the Fatherland Front Committee will be implemented according to the guidelines of the Party and the Fatherland Front.

Regarding the orientation for arranging part-time personnel in villages and residential areas, after the reorganization, it is expected that approximately 3,796 part-time personnel in villages and residential areas will be redundant; about 570 people who do not meet the standards will have their benefits and policies resolved according to the Government's regulations.

According to the plan for arranging and utilizing part-time personnel at the commune level, the province will not recruit them into civil servant or public employee positions or sign contracts for specialized positions. It is planned to assign 256 people to work in villages and residential areas, and to address the entitlements and policies for 2,222 people.
