(BNP) - According to Decision No. 1730/QD-UBND of the Provincial People's Committee approving the adjustment of the Bac Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, education and training is identified as one of the priority areas, playing a key role in developing high-quality human resources to meet the requirements of industrialization, modernization, and international integration.
The campus of Hanoi Law University, located in Bac Ninh province, is spacious and modern.
According to the Plan, the province will continue to effectively implement the policies and guidelines of the Central Government, especially Resolution No. 71-NQ/TW dated August 22, 2025, of the Politburo on breakthroughs in the development of education and training, creating a strong transformation in the quality of education to meet the requirements of socio-economic development in the new period. Specifically, the plan continues to organize and streamline the network of educational and training institutions, aligning it with population distribution, urban-rural spaces, and key development areas; and linking it to the need for high-quality human resource training to serve the province's key economic sectors. Simultaneously, it focuses on upgrading, expanding, and improving the system of preschool and general education institutions towards standardization and modernization; ensuring synchronized facilities and teaching equipment; increasing the percentage of schools meeting national standards; and effectively utilizing resources invested in education.
The plan also identifies the development of educational and training infrastructure in conjunction with a green, civilized, and modern urban model, deeply rooted in the Kinh Bac cultural identity; gradually forming a highly competitive ecosystem of education, training, science and technology, and innovation. In this plan, higher education, scientific research, and the training of high-skilled human resources play a core role, aiming to build Bac Ninh into a center for higher education, research, and innovation for the Capital Region and the entire country.
For vocational education, the plan orients development according to the "training linked to factories" model, directly serving the province's key industries; strengthening training cooperation based on the needs of businesses, especially foreign-invested enterprises (FDI), expanding dual training and on-the-job training to improve the quality of human resources.
In the field of higher education, priority is given to developing training and research infrastructure serving science and technology, high technology, semiconductor industry, artificial intelligence, medicine and pharmaceuticals, and other key sectors. Training activities are linked to building a research and development (R&D) ecosystem and innovation, meeting the needs of large technology corporations investing in the area.
In particular, the Plan also identifies continued investment in and completion of the Science and Technology Research and Training Zone I (University Urban Area I) and the Science and Technology Research and Training Zone II (University Urban Area II) according to the approved plan; and the construction of new university urban areas in the Yen Dung - Canh Thuy and Tan An - Tan Tien areas. These training zones are oriented towards development linked to urban functions, forming modern educational, research, and innovation spaces, contributing to the development of knowledge cities, creating momentum for the development of science, technology, innovation, and high-quality human resources.
The province aims to attract domestic and international universities, colleges, vocational schools, and research institutes. The plan promotes the relocation and decentralization of training facilities from Hanoi's inner city, while simultaneously developing modern, integrated training, research, and innovation spaces in the Nam Son area and other suitable locations according to the plan.
Bac Ninh also encourages socialization and attracts investment in the development of non-public educational institutions, multi-level school models, and high-quality training facilities; expanding domestic and international cooperation in training and scientific research, contributing to improving the quality of human resources and innovation capacity.
Through these orientations, the plan aims to build a modern, integrated education and training system, closely linking training, scientific research, and the needs of the labor market, creating a foundation for developing high-quality human resources to meet the requirements of the province's rapid and sustainable development.
