(BNP) - After one year of implementing the two-tiered local government model, the work of receiving and resolving administrative procedures in Bac Ninh province continues to be stable and effective, contributing to improving the quality of service for citizens and businesses and promoting digital transformation in the operations of state administrative agencies.
From July 1, 2025 to June 15, 2026, the entire province received 2,214,981 administrative procedure files. The total number of files resolved reached 2,114,046.
According to statistics on the Bac Ninh Provincial Administrative Procedure Resolution Information System, from July 1, 2025 to June 15, 2026, the entire province received 2,214,981 administrative procedure files. Of these, 2,063,878 applications were received online, accounting for 93.18%; 151,103 applications were received in person, accounting for 6.82%.
The total number of applications processed reached 2,114,046, equivalent to 95.4% of the applications received. This result shows the positive effectiveness in organizing and implementing administrative procedures after the operation of the two-tiered local government model; and also reflects the clear transformation in the application of digital technology and the provision of online public services in the province.
At the provincial level, the total number of applications received reached 398,719, of which 398,124 were submitted online, reaching a rate of 99.85%. The number of applications received in person accounted for only 0.15%. A total of 336,866 applications were processed, of which 331,478 were processed ahead of schedule or on time, achieving 98.4% of the total number of applications processed.
At the commune level, the total number of applications received reached 1,816,262, of which 1,665,754 were online applications, accounting for 91.7%. The number of applications processed reached 1,777,180, equivalent to 97.8% of the applications received; of which 1,775,069 were processed ahead of schedule or on time, achieving a rate of 99.9%.
These results show that the commune level continues to be the administrative level directly serving the people with the largest workload, while maintaining a very high rate of on-time processing, contributing to increased satisfaction among citizens and businesses when carrying out administrative procedures.
By sector, land-related matters continued to have the highest number of applications received, with 257,969 applications processed. Of these, 255,424 were online applications, accounting for 99.01%. 196,535 applications were processed; 190,900 were processed ahead of schedule or on time, reaching 97.1%.
The civil registration sector recorded 230,379 applications received, with 98.22% being online applications. 225,306 applications were processed, equivalent to 97.8%; the rate of processing ahead of schedule or on time reached 99.9%.
For the construction sector, the province received 5,484 applications; 4,248 were processed, with 98.8% of applications processed ahead of schedule or on time.
Along with improving the quality of document processing, Bac Ninh province continues to promote the provision of online public services. To date, the entire province is providing 2,051 public services, including 1,778 full-process public services and 273 partial public services. At the provincial level, 1,622 public services are provided, comprising 1,437 full-process public services and 185 partial public services; at the commune level, 429 public services are provided, including 341 full-process public services and 88 partial public services.
Ensuring that 100% of eligible administrative procedures are provided online has facilitated citizens and businesses in carrying out administrative procedures anytime, anywhere; reducing travel time and costs, while contributing to increased transparency in the operations of state agencies.
