Bac Ninh implements plan for development of population data, identification and electronic authentication program to serve National Digital Transformation

(BNP) - The People's Committee of Bac Ninh province has just issued Plan No. 208/KH-UBND on the implementation of the Program for the Development of Population Data, Identification and Electronic Authentication Program to serve national digital transformation in the period 2026 - 2030, with a vision to 2035 in the province.

The plan aims to continue inheriting and promoting the achievements from Project 06 in the period 2022 - 2025; Simultaneously, the plan aims to promote the application of population data, identity cards, identification, and electronic authentication to facilitate administrative procedures, develop the digital economy, digital society, and digital citizens, contributing to improved effectiveness and efficiency in state management and administrative reform.

The overall goal of the plan is that by 2030, citizens and businesses will enjoy convenient, fast, and secure digital services; minimizing paperwork and administrative procedures according to administrative boundaries. The province strives to build a multi-sectoral interconnected population data ecosystem, ensuring data is "accurate, complete, clean, active, unified, and shared."

Specific goals from 2026 to 2030 focus on effectively implementing six key objectives: Serving the resolution of administrative procedures and providing online public services; developing the digital economy and digital society; developing digital citizens; expanding infrastructure and the data ecosystem; Ensuring social security, national defense, and security; serving scientific research and innovation.

To achieve the set goals, the province focuses on implementing a comprehensive set of tasks and solutions regarding: perfecting mechanisms and policies; promoting administrative procedure reform and providing online public services; developing the digital economy and digital society; building digital citizens; expanding data infrastructure; improving the efficiency of leadership and management; ensuring social security and cybersecurity; and strengthening inspection, examination, and supervision.

Specifically, the province will continue to restructure and simplify administrative procedures based on data; maintain regular connection and synchronization between the province's administrative procedure information system and the national population database and the VNeID application; and research and implement a "Digital Citizen Station" model to support citizens in accessing and using online public services.

The province also focuses on developing models for applying population data and electronic identification in the fields of finance, banking, healthcare, education, agriculture, tourism, logistics, and e-commerce; promoting the issuance of level 2 electronic identification accounts for agencies, organizations, and businesses; and researching and implementing solutions for building smart cities and product traceability based on electronic identification data.

Regarding the development of digital citizens, the province will complete the creation of electronic document wallets on VNeID, develop a digital data warehouse for citizens, promote the popularization of digital skills, implement training courses on the "Digital Literacy for the People" platform, effectively utilize community digital technology groups, and the digital market - digital rural model; while prioritizing support for vulnerable groups to access digital services.

In addition, the province will implement the Bac Ninh provincial data architecture according to the National Data Architecture Framework. Research and apply artificial intelligence, big data, and virtual assistants to support leadership and management; build an information system for leadership and management of the Provincial People's Committee and the Chairman of the Provincial People's Committee based on population data and socio-economic data.

The Chairman of the Provincial People's Committee - Head of the Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06 of the province - will directly lead and comprehensively manage the implementation of Project 06 for the period 2026-2030 in the province.

The Provincial Police Public Security is the permanent agency responsible for organizing the implementation of the Plan; carrying out tasks to support the operation and exploitation of the national population database, the electronic identification and authentication system; ensuring the security, safety, and high availability of systems serving data connection and sharing as directed by the Ministry of Public Security. The Chairman of the Provincial People's Committee, in coordination with the Provincial People's Committee Office, the Department of Science and Technology, and other relevant agencies, shall organize inspections of the Plan's implementation; promptly detect, correct, and strictly handle violations in accordance with the law.

The heads of departments, agencies, and localities shall directly supervise and be responsible to the Chairman of the Provincial People's Committee for the implementation results; develop specific implementation plans based on the "6 clear" principles: clear person, clear task, clear authority, clear responsibility, clear time, and clear results. Simultaneously, they shall proactively allocate resources, promote communication and guidance to the public on using digital utilities and services on the VNeID platform; strengthen inspection and supervision, and promptly resolve difficulties and obstacles during implementation.

Through the synchronized implementation of tasks and solutions, Bac Ninh aims to build a modern, interconnected digital data ecosystem that effectively serves state management, digital economic development, digital society, and digital citizenship; striving to be among the top provinces. This group of localities will lead the country in digital transformation, application of population data, and development of digital citizens by 2035.
