Prime Minister Nguyen Xuan Phuc visits and works with Bac Ninh province

Mr. Prime Minister chaired the meeting with key leaders of Bac Ninh

Participation in the Delegation were members of Party Central Committee: Mr. Tran Van Tuy – member of National Assembly Standing Committee and Deputy Head of Central Commission for Organization, Mr. Mai Tien Dung – Minister, Chairman of the Government Office, Mr. Tran Hong Ha – Minister of Natural Resources and Environment, Mr. Nguyen Xuan Cuong – Minister of Agriculture and Rural Development, and representatives of relevant ministries and central agencies.

Receiving the Governmental Delegation were Mr. Nguyen Nhan Chien – member of Party Central Committee, Secretary of Provincial Party Committee (PPC) and Head of Provincial Delegation of National Assembly, Mr. Nguyen Huu Quat – Permanent Deputy Secretary of PPC, Mr. Nguyen Tu Quynh – Deputy Secretary of PPC, Chairman of Provincial People’s Committee, Ms. Nguyen Thi Ha – Deputy Secretary of PPC and other key leaders of Bac Ninh.

Secretary of PPC, Mr. Nguyen Nhan Chien reported generally the situation of economic – society – security – defense and the works of Party building and the reinforcement of the government, the Provincial Fatherland Front and mass organizations as well in the period of 20 years (1997 – 2016), and orientations and tasks in the coming time. The report stated: Bac Ninh had basically become a modern industrialized province with the start of a purely agricultural one with many leading economic – social indicators in whole country, consists that economy scale ranks sixth, per capita income ranks second, the value of industrial output and exports ranks second, FDI attracting ranks fifth, budget revenue ranked tenth, education universalization, the percentage of solid classrooms and national standards schools rank first, Provincial Competitiveness Index (PCI) has been in 10 best provinces for many years, Provincial Governance and Public Administration Performance Index (PAPI) ranks second.

Bac Ninh’s leaders proposed the Government to help Bac Ninh to become a municipality by 2022 with mechanisms of investment support in infrastructure development under the criteria of the municipalities, soon issues specific policies to facilitate the development of high-tech agriculture, directs the related ministries for researching, making mechanisms for investment supports from state budget to the provinces where have many industrial parks, allows Bac Ninh to expand VSIP 2, Golf Course Project, Racecourse and Entertainment Complex in Thuan Thanh district, builds up Smart City Project, establishes Public Administration Center, and accelerates some projects implemented by the central government in the province, etc.

Leaders of ministries and central agencies appreciated Bac Ninh’s results achieved after 20 years of re-establishment, and suggested a number of measures in order that Bac Ninh continues gain the breakthroughs in economic – social development in the near future.

The Prime Minister noted, praised the achievements of Bac Ninh gained through 20 years and stressed that the best lesson to get such the results is unity in the Party, government and people. However, he asked that Bac Ninh must not be subjective, self-satisfied, and frankly acknowledged the variety of weaknesses which need to be improved, for examples, economic development has not been substainable yet, service growth is still slow, the development of domestic economy sector is not proportional with the promotion of the advantages of the handicraft villages, supporting industries is still weak, transport infrastructure is not uniform, environment issues are unsound; food safety has risks, complaints and crowded denunciations are latent, spiritual life for workers and the percentage of social housing is not high, etc.

Mr. Prime Minister affirmed that Bac Ninh need to reach a new level of the most developed province in the country, he suggested Bac Ninh need a clearer vision, focuses on consutruction planning of the city in the future as a leading metropolitan of capital region, researches model of high-tech agricultural production, to put Bac Ninh into the capital of electronics manufacturing in Asia, etc. The best measure is making the Party, the government and the political system strong, integrity to serve the people. Besides, Bac Ninh has to ensure security, create a safe environment for businesses and people for investment, production, and well implement the Government's Resolution 01 along with the development. Particularly, the province has to interest in solving the challenges of sustainable development and environmental protection (especially the environment of handicraft villages), coherence between local and FDI enterprises, quality of human resources and the issues raised during the strong urbanization, etc.

For the vision of Bac Ninh, Mr. Nguyen Xuan Phuc oriented that Bac Ninh should strive to become a symbol for strong transformation of Vietnam in the field of high-tech electronics industry in particular and the creative economy in general in ASEAN and Asia. In next 10 years, Bac Ninh will continue to be one of the richest provinces in whole nation, towards to be one of 200 most innovative cities worldwide with the model of fast and sustainable development while preserving and promoting the values ​​of unique cultural identity of Kinh Bac. The Prime Minister expressed his confidence that Bac Ninh city would surely be a municipality by 2022 based on the tradition of solidarity, achievements and experience gained though recent 20 years.

For the recommendations of the province, the Prime Minister basically agreed on the policy and assigned to relevant ministries to research, review, evaluate and support Bac Ninh in prescribed implementation.

On this occasion, Prime Minister Nguyen Xuan Phuc awarded the Recognition Certificate for completion New Countryside Program to Tien Du district and Tu Son town at district level.

In the morning, the Prime Minister had offering incense and drumming for declaration of Kinh Duong Vuong Festival (in Thuan Thanh district), then took a visit to DABACO Vietnam Group and Sam Sung Complex (Yen Phong Industrial Park).

DABACO Vietnam after 20 years of the development of Bac Ninh has become multi-sector Group (production of feed, seed, food and trade services, etc) with scale of 45 factories, companies, units. The Group's total assets is more than 5,000 billion dong, total revenue of 10,000 billion dong/year, creating jobs for over 5,000 workers with an average income of 9 million dong/month. Also, there are 2,500 agents of products throughout the country and tens of thousands of employees participating in the production and services chain in the Group.

Mr. Prime Minister Nguyen Xuan Phuc appreciated the achievements of leader board and employees of DABACO Vietnam Group and the individual efforts of the Chairman of the Group. DABACO well applied scientific and technological achievements in breeding, processing of high-tech agricultural production, and made closed valued chain (3F), especially preserving and conserving genetic resource for breeding, food production process with ensuring food safety standards, etc. However, he also stressed automation is not at a high level, thus, DABACO need to research, produce to export and expand markets, well connect to households to organize, manage livestock network, supply of more effective materials, mutually beneficial co-operation with farmers. Regarding the petition, Mr. Nguyen Xuan Phuc assigned to relevant ministries to have general measures in macro level.

Samsung Complex in Yen Phong Industrial Zone with a total investment of 6.63 billion USD has now created jobs for about 65,000 employees, export value reached 18.95 billion USD in 2016, accounting for over 47% of the total export value of the Samsung Group in Vietnam. Currently, the Group continues to expand investment project of Sam sung Display in Yen Phong Industrial Zone with additional capital of 2.5 billion USD.

Prime Minister Nguyen Xuan Phuc congratulated Samsung Group for its success in choosing Vietnam as investment destination and appreciated Samsung's role in creating jobs and training high-quality human resources, contributing to state budget, active undertaking social responsibilities, especially enhancing the localization rate from 15% to 50%. He recommended that Samsung Group maintains implementation of investment commitments, technology transferring, supports Vietnam in developing the service sector and attracting many Vietnamese businesses involved in the production chain of Samsung. The Prime Minister noted some recommendations of the Samsung Group and affirmed the Government of Vietnam in general and Bac Ninh province in particular will continue support, facilitate Samsung for effective use of capital investment, make Vietnam become "center of the Samsung Group" in the world.

In the evening of February 12^th 2017, Prime Minister Nguyen Xuan Phuc and the leaders of the Party, the State attended the Arts Program "Am vang mien Quan ho" for Bac Ninh’s anniversary of 185 years of establishment and 20 years of re-establishment and received First Class Independence Medal./.
